snippet: Per decision of Civil Works SME meeting on January 27, 2015. Inland Electronic Navigation Charts (IENC) are authorized to be created by USACE by Public Law 85-480, 2 July 1958.  IENC is based off of S-57, an international standard that provides a vector, file-based mechanism for the transfer of data from one system to another independent of make, as well as medium used to establish the transfer (aka platform independent).  Essentially, it allows vessels to use the same charts in the Mississippi River as in the Amazon River.
